Why are non-Muslims not allowed in the holy cities of Makkah and Madinah?

Every country in the world has restricted areas that not everyone can enter. Military cantonment zones in every nation restrict civilian access. Government classified facilities require clearance. Even civilian establishments like exclusive clubs require membership.

Makkah and Madinah are the spiritual sanctuaries of Islam — sacred spaces where the rituals of worship, pilgrimage, and devotion are performed. They serve as Islam's 'cantonment areas,' restricted to those who share the faith and can participate in the spiritual purpose of these cities.

The analogy of national sovereignty is apt. Every country sets its own entry requirements. The United States, for example, has very strict visa policies — not everyone who applies is granted entry. Singapore has some of the strictest border controls, including the death penalty for drug trafficking. These nations set entry criteria based on their sovereign right to protect their interests.

Similarly, the holy cities have a straightforward entry requirement: the sincere declaration 'There is no God but Allah, and Muhammad ﷺ is His Messenger' (La ilaha ill-Allah Muhammadur Rasoolullah). This is not discrimination — it is the acknowledgment that entry into a sacred space requires alignment with the purpose of that space.

It is also worth noting that Madinah historically housed and protected Jewish and Christian communities under the Constitution of Madinah — the restriction specifically relates to the sacred precincts, not to the broader coexistence of faiths in Muslim societies.
